JOHN F. WESTERMAN

Mr. Westerman has more than 15 years of experience in the evaluation and application of new energy technologies.   He has conducted energy analysis, rate studies and application assessments for the application of energy conservation measures as well as the application of advanced energy technologies including fuel cells, engine-driven air compressors, various cogeneration technologies, engine-driven cooling systems, desiccant cooling systems, advanced lighting systems and advanced building controls.

Mr. Westerman has been involved with performance monitoring, data reduction, analysis of load information, and modeling of cogeneration systems for a broad range of clients.   For the city of Chula Vista, Mr. Westerman conducted a feasibility study to determine the technical and economic viability of various cogeneration systems at City facilities.   For the State University of New York, Mr. Westerman was responsible for developing load forecasts – thermal, electric, air conditioning – for the campus at Old Westbury and conducting a life cycle cost analysis of a 3.5 MW turbine generator.   He has conducted feasibility studies for onsite generation at six California VA hospitals.   For the US Army Construction Engineering Research Laboratory, Mr. Westerman helped determine the most suitable sites for fuel cell cogeneration systems based on a review of load profiles, utility costs, and other site-specific factors.   He received a grant from the US Department of Energy to develop an onsite generation analysis tool.   The software program provides for hourly generation modeling as well as developing a utility rate library.   Results are presented in a 20 lifecycle cost analysis.   Mr. Westerman has authored the following publications:
